The Authority has a vacancy in the post of: ACCOUNTS EXECUTIVE

The role requires a person who will be responsible for supporting the Financial Controller, in the execution of financial and accounting responsibilities.

The selected candidate will be responsible :-

Main Responsibilities


1. Supporting the Financial Controller in the execution of financial and accounting responsibilities, particularly in the overall supervision and control of Accounts office clerical staff.

2. Ensuring the maintenance of appropriate accounts books and ledgers in compliance with Legal requirements; preparing accurately and timely monthly management accounts, at monthly, six-monthly and annual intervals.

3. Supervising the prompt and efficient computation and payment of staff salaries, remuneration to Authority board members and paid members of ancillary bodies.

4. Developing, implementing and maintaining computerized systems in the accounting function, in conjunction with IT/IS staff, ensuring whenever possible that work routines are facilitated by computerized processes.

5. Keeping tracking records of all expenditure commitments, alerting the attention of unit heads, to progress activities of the Authority in line with annual budgetary projections.

6. Supervising the maintenance of a proper register of equipment, materials, contracts and other purchases and supervising the issue of necessary documentation for purchasing.

7. Drafting annual budget, providing the necessary information, and personally preparing budgeted income and expenditure, balance sheet and cash flow forecasts and statements.

8. Monitoring Directorate expenditure and cash flow in relation to approved budgets, ensuring that adverse variances are reported to Unit Heads and Financial Controller.

9. Fulfilment of legal and statutory responsibilities such as payments of income tax and national insurance, compilation of VAT, NSO, NAO, FMMU and other statutory returns and formulation of replies to parliamentary questions.

10. Supervising the Purchase Ledger Function ensuring prompt payment to creditors, supervising the preparation of cheques tallying with purchase orders and ensure proper signatories are made.

11. Calculating the subsistence allowance for all overseas travel, compiling all necessary documentation and ensuring the maintenance of a comprehensive register of costs of all overseas travel.

12. Calculating on a monthly basis, the various revenue streams accruing to the Authority, including income from DPF and administration charges on ISC, CPPS, EIPP and UIF and actively reporting on the results achieved.

13. Ensuring the maintenance of appropriate records of contributions to and disbursements from CPPS, EIPP, UIF and other special funds which the Authority may administer from time to time.

14. Administering the bank guarantees function, confirming acceptance of new guarantees received by the Authority and supervising the releases of and claims for payments against bank guarantees.

15. Carrying out accounts related and ancillary tasks required for effective functioning within the role, deputizing as necessary during absence of the Financial Controller.

Applicants should have:

Qualifications: A recognised degree in accounting or equivalent recognised professional qualification such as ACCA (NQF Level 6) or higher.

Candidates are to present scanned copies of all qualifications with their application.  Candidates who are in possession of foreign qualifications are to present proof of MQF Level equivalence with their application


Experience: Previous full time experience at supervisory level in computerized financial/accounts environment for at least 3 years after graduating.


Skills: Good analytical and professional accounting skills, versatile in use of computerized accounting applications, effective communicator, good supervisory and inter-personal skills.
