Applying for a Compliance Certificate - What do I need?

If you are the property owner of a new or old building and you need to install water and electricity, prior to approaching the respective service providers,  you will need to apply for a compliance certificate from the Planning Authority.

The Planning Authority's main scope of the compliance certificate is to ensure that development has been carried out in accordance with the relevant development permission, prior to the provision of water and/or electricity supplies. In applying for a compliance certificate, an applicant through an architect declares that the development as built is entirely in conformity with the approved plans and permit conditions. A compliance certificate is issued on the strength of this declaration. 

The applicable fee to apply for a compliance certificate is €60. Once issued, a Compliance Certificate is valid for 3 months.

New Building

Architect’s declaration (form)                 

Copy of the development permit
                               Copy of approved Site Plan at 1:2500 scale (with site marked in full)
                                        Set of all approved drawings + the unit being applied for should be clearly marked on plan & elevation

When works on site deviated from what was approved in the original permit, a copy of the subsequent permit / amendment / notification, should be also be submitted (i.e. amended PA permit; approved minor amendments; DNO notifications; CTB concessions, Regularization Permits or additional PA permit)

*3 copies of all documents need to be submitted 

Old Building  (pre 1968)

Covering letter from the Perit stating that the building is pre-1968

Site Plan at 1:2500 scale (with site marked in full)
1968 Survey Sheet OR 1967 Aerial Photo (with site clearly outlined) 
Set of Drawings: (as built) plan/s, section/s and elevation/s
Set of clear, coloured Photographs of building
Copy of police or trade licence covering the existing use (in case of commercial).

*3 copies of all documents need to be submitted

Pre 1989 buildings, built by Government

Set of clear, coloured Photographs of building
                                                Statement from Government Estate Management Division, confirming that the building was built by Government, prior to 1989.
Copy of police or trade licence covering the existing use (in case of commercial)
